Reynolds completed the construction of two cast-in-place concrete intake and outfall structures within an active paper mill facility, connecting a holding lake to an outfall pipeline discharging into the Chattahoochee River. Both structures were constructed within circular cofferdams to provide dry working conditions and were connected by a 72-inch steel pipeline. Approximately 300 linear feet of the pipeline was subsequently installed subaqueously in the river to reach the final diffuser location.
The project included installation of intake screens, valves, sluice gates, owner-furnished monitoring and control equipment, a metal building, and additional intake screening systems. Reynolds also performed extensive in-water marine construction while maintaining mill operations and recreational river use.
Environmental protection was a key component of the work. Reynolds utilized turbidity curtains to control sediment, minimized the construction footprint to protect aquatic habitat, and coordinated in-water activities within designated environmental windows. Despite challenging river conditions, construction activities were carefully sequenced and resequenced as needed to maintain progress and meet all project milestones. The project was completed with zero environmental violations.
